The current behaviour is as specified. As this behaviour is not acceptable we
need a redesign of the feature. Some possibilities found in discussions so far
are the following:
1) Offer a possibility to enable a closed toolbar again:
a) Offer a checkbox in the toolbar listbox in the
View/Toolbars->Customize/Toolbars dialog (con: may not be found?).
b) List always all toolbars in the View/Toolbars menu (con: blows up the menu)
c) List closed toolbars in addition in the view menu (con: blows up the menu,
dynamic list might be confusing)
d) List always all toolbars in the View/Toolbars menu, but group them somehow 
thus the menu gets not to big and complicated; maybe offer an additional menu
point 'more...'  where all the toolbars are listed which should not be listed
directly in the view/toolbar menu.
2) Avoid permanent closing:
a) Remove the close button from affected toolbars (con: users might be annoyed
by missing configurability)
b) Close the toolbar only temporarily, maybe until the next context switch or
until the next restart of the office (con: users might be annoyed by the program
ignoring there settings)
