The format character dialog should be enhanced to allow selected characters to
have a border.

This is |boxed| for highlighting, when font and background don't suffice.

Bordered text should have options for what to do when the text contains one or
more newlines in it. Some scenarios are 'border the background' if the second
line ends up below the first, and 'leave edges open' if wrap doesn't end up
beneath first part of bordered text.
