If a Table is inserted in a document and it spans to the next page, then first
row of the table (On the next page) has no upper border.

This behavior can be resolved by -
(1) Using table headers and repeating them.
or
(2) If headers are not used, then by manually formatting first row borders (on
the next page)

ms word performs task no 2 on it's own, without any intervention from users
side. But
OOo writer can not do it for some performance reasons. (Please refer issue no.
23524).

Why can not OOo writer's source code be optimized to do the same, without
hitting the performance, when there *is* a precedence (word does it).
