I think I got your problem wrong.

You save a file as csv and inDesign cannot handle the file properly, right?

You mean you want to import 1,20 but OOo stores only "1,2" right?
Maybe it is possible to use text strings instead of numbers to bypass this 
problem.

Anyway, please attach a sample doucment (the source) and the file exported with
Excel and the file exported with Calc.
