The difference between the two pairs is that one really moves and the other one
increments/decrements - it's a wrong label.
The simple move up/down commands can be found in the category Edit. That's
because they are working for simple text, too.
->cj: I need new strings for the increment/decrement pair and also for the
German part of the Move down with subpoints. It currently is "Mit Unterpunkten
runter" which should be something like "... nach unten verschieben"
