Recently at trinity someone reported a problem launching a 2.0 build that stems
from this issue.  The problem generally arises on systems whose original Mac OS
X version was >10.2.  Apple used some non-ISO values ("English", etc.) for
locales in early versions and didn't upgrade those settings on upgrade to
10.2/10.3/10.4 (10.2 debuted with sensible values).

FWIW, on an end-user level, this "bad locale value" bug can be worked around by
deselecting the desired languages in System Prefs, quitting System Prefs,
reopening and re-adding the desired languages, which will then be stored in the
proper format (en, en_US, etc.).
