Sorry David,
but versions named OOo1.9.xx aren't stable versions and therefore the user
settings are subject to change. So this isn't a defect.
You may have a look at your User folder of Windows, there may be a folder named
OpenOffice.org1.9.xxx . You may try to rename it to OpenOffice.org2 .
