Maho's solution for the packaging looks very simple and interesting : tar is
universal, and works always fine. I vote for "tar" format and I propose to start
an m130+macosx11 build for just one locale (to save time). 
But, because I'm prudent, and waiting to see it works, (changes can be made very
quickly), I have commited Florian's create_OSX_dmg : at least a working solution
is in place. 

The fact is we have not too much time to decide... Remember : the deadline to
make macosx11 ready for QA is around tuesday. After, no RC for us.

For language packs, you're right, they are actually problematic, not only for
Mac OS X port. 
I'd suggest we open an issue targeted for 2.0.1 to solve this.

Last, have fondu inside, is IMHO, a very good idea (Just don't forget to use
Estsushi Kato patch for complex font) : since ages, Mac Users ask for the use of
native fonts. With this, we're on the right way.

One more time, have we still the time for 2.0 ?   IMHO : 2.0.1 for fondu
inclusion too.

What I propose :
- create_OSX_dmg is here by default, until we verify Maho's proposition using 
.tar is better. We just have time until tuesday. No problem for me to reverse
the commits.
- 2.0.1 time to find/think to  a solution for language packs
- 2.0.1 for fondu use implementation
