For OO2.0 we have changed the default for Impress: the rulers are initially off.
The reason for this is that Impress is a presentation software, not a drawing
program (in Draw they are on by default.) This will not be changed again for
the next version.
By the way, your patch against the not-existing
officecfg/registry/data/org/openoffice/Office/Impress.xcu file turns the rulers
off, by default.
