2005 -------
This was replicated using OOo1.1.4 on Windows XP. Follow up testing shows that 
this only occurs if you delete the top row with merged cells. The following 
clarifies:

Case A: 
1. Start a new document and insert an 8 by 8 table
2. Merge cells A1, A2 and A3. Delete row 2 or row 3, the problem will not 
occur. However, if you delete row 1, the double boarders will form. 

Case B: 
1. Start a new document and insert an 8 by 8 table
2. Merge cells A1 and A2. Delete row 3, the problem will not occur. However, if 
you delete row 1, the double boarders will form. 

Case C:
1. Start a new document and insert an 8 by 8 table
2. Merge cells A1 and B1. Delete column 1. Note that OO will move the merge to 
cells B3 and C3. However if you delete column 2, OO will merge A3 will part of 
C3.
