In a locale that supports native numerals, e.g. Thai or Japanese, a mixed
date/time format such as

[NatNum1]YYYY-MM-DD HH:MM

when applied to a value representing a minute amount <10, such as 1:02, displays
an ASCII 0 instead of a native zero symbol. This doesn't happen with time only
formats.
