Not sure whether this is a framework bug, but I found it in writer. The 
tooltips 
for all the icons in the navigation toolbar are wrong -- they all seem to refer 
to the graphics toolbar. They say "click on the arrow next to the icon to open 
a 
toolbar containing various icons to insert frames, graphics ..."

Steps to repeat: 
OPen the navigaiton toolbar by cliking the little blue button in the centre of 
the vertical scroll bar. HOver the mouse over it.
