With the default "Reference edge" setting, rotated text is moved so the
continuation of the text's top and bottom edges aligns with the cell's bottom
edge. If you format the cell to have borders, this is easy to see. For rotation
angles close to 0 or 180 degrees, it means the text is moved quite far. This may
be unexpected, but it isn't wrong.
