There's no bug here.
1. The paragraph style Heading differs in the top and botton spacing between the
master and the sub-document.
The master always keeps it's own settings of its styles and does not import them
from the sub-documents. It only imports styles from sub-documents that it
doesn't have yet.
2. The compatibility options differ. The sub-document is probably an imported
Word document. See tools/options/OOo Writer/Compatibility. Esp. "Add paragraph
and table spacing at tops of pages"
Aligning the settings in the master document to those in the sub document solves
the problems.
