Investigation reveals the following:
The graphic is anchored at the first paragraph of a as-character anchored text
frame. This text frame as a given size of 10cm x 10cm - see into the file
format. The page has a size of 9cm x 5cm and has no margins, thus its page text
area is also 9cm x 5cm. In OOo 1.x/1.1.x the text frame width is clipped in
order to fit into the page text area -> text frame width = 9cm. This behaviour
is changed in OOo 2.0 - see issue i20520 - due to compatility reasons. Thus, the
text frame width in OOo 2.0 is 10cm. Under this conditions the graphic inside
the text frame is located correctly.
Thus, I classify this issue as INVALID.
