I can reproduce this bug in open office 1.1.4 with window XP.
The following is the detail of reproduce steps:
1.Click in the footnote, press "F11" to open the "Stylist", right-click
"Footnote" in the list, and then choose "Modify".
2.Choose "Indents&Spacing". Increasing the number in "First line" until the
footnote is in the end. Press "OK".
You will see all of footnotes are aligned to the right border of the page,
but
the separate line will still stay in the left border of page.
I also try another way to indent the footnote number:
1.Click in the footnote, press "F11" to open the "Stylist", right-click
"Footnote" in the list, and then choose "Modify".
2.Choose "Alignment". In the Options area, select "Right/Bottom" and then
press "OK".
You will see the same result as above.
If the footnote number is aligned to the right, the separator line should be
aligned to the right, too.
