See the second attached file (HeaderTable2.doc). If I create a 4x3 table in MS Word, and merge the 3 cells in the second column into one single cell, import this Word file and export back to Word will also make the height of first two rows proportional to the number of pages in the document. Re-producible in OpenOffice.org2RC.
