Hi,
checked it with KDE3.3 and CTRL+F2 is assigned to 'Switch to Workspace 2' by KDE
itself.
So there is nothing we can do to change this. You have to do it by yourself by
changing this shortcut in the Controlcenter from KDE to another short cut to be
able to use CTRL+F2 in OOo.
