ssa->os: In CWS thaiissues VCL provides a new command event:
COMMAND_INPUTLANGUAGECHANGE that is send only on Windows whenever the user sets
the input language in the language bar to a language that is different from the
one that is currently used. The event is sent to the window that currently
receives key input.
The language can then be queried using Window::GetInputLanguage().
