This movie has an audio soundtrack that provides commentary on the problem. This problem has existed in all Ooo releases since the note resizing feature was added. On a positive point I find the 'insert note' feature a very useful addition to open office. Once these minor issues are resolved this feature will be as good as the Microsoft Office note feature.
