Would be could if we could get some more information about the problem and its environment. What is the OS that you are running and what is your mail client? And when you say, it just opens up new message window and does not attach, did you make sure by sending and then verifying if its attached or not, or either just try attaching one more file to the mail, and then see in the attachment section if OOo file is attached or not.
