I have tried to reproduce this bug on OOo1.1.4 with a Windows 2000 ver. 
5.00.2195, P4 2GHz machine without any luck.  It was mentioned that on Windows 
2000, the columns field remains empty for any selected table. However, when the 
default table biblio,  provided with OOo1.1.4, is selected the column names of 
the table appear in the 'Database columns' field.  The following is the 
detailed set of replication steps describing how I was able to achieve the 
above mentioned effect. 

1.  Create a new Text document.  Press F4 and in the above left corner you 
should see a TextArea with a listing of Tables.
2.  If you don't have any Tables saved on your HD like I did, then you should 
only see 'Bibliography', so select this and goto 'Tables' and select 'biblio'.
3.  Left-mouse click 'biblio' and drag it to text area under the table with the 
fields filled in.  You should now see a dialog menu, 'Insert Database Columns' 
pop up.

Now, there should be 2 large TextAreas, one for the column names of the Dbase 
records titled 'Database Columns', and another on the right titled 'Table colum
(s)'.  The 'Database Columns' area should be filled with the column names of 
the database in alphabetical order.  For ie.  "Address, Annote, ... , Volume, 
Year"

It was also mentioned by Raphael that, "on the XP-machine the selection of 
columns is possible in other tables, but not in the one, I need"... this could 
be a sign that there maybe wrong with the specific database file that Raphael 
is trying to open with OO.  If all the other tables worked, why couldn't this 
specific one work? -- It would be greatly appreciated if the file that Raphael 
had trouble with could be provided as an attachment :)   This way further 
follow up tests could be run.
