2005 -------
1. Create a new writer document.
2. Hit enter to start a new paragraph.
3. Insert -> Frame...
4. In the "Wrap" tab choose:
- Settings: Through.
- Options: First paragraph.
5. In the "Type" tab, set a negative vertical distance "from top".
6. Apply.
-> Freeze
Tested with OOo 2.0 on winxp and debian sid.
