To solve this we should display keyboard shortcuts in the tooltip when hovering over buttons in toolbars. Whether this is default behavior is open to discussion, but this should definitely be shown when Extended Tips are enabled and when the What's This? help feature is enabled (I believe they are both the same). As an example, let's say a user hovers over the Bold toolbar button.
