I´ve got this issue with the OOo 2.0 final (downloaded friday) in windows XP
service pack 2.

I create a form in Writer with a text field and a submit button.
In the form properties set http://<target-host>:8888/test as URL and choose POST
method.
export docuemnt as PDF, choose XML form submission
open PDF in reader on localhost
on target-host, run 'netcat -l -p 8888'
type something into the field and press submit button
check the data received by netcat on target-host

And allways get a FDF:

Accept: */*
Content-Type: application/vnd.fdf
Content-Length: 220
User-Agent: AcroForms
Host: localhost:8888
Connection: Keep-Alive
Cache-Control: no-cache
