I created a document in 1.1.5 with multiple chapters.
When I opened it using the latest version of OpenOffice.org2.0 Writer, the
footnote numbers on the second chapter (as well as the third) all reverted to
zero.

I found out that if you delete the first footnote and insert it again, the
numbering gets fixed. Or if you insert a new footnote, the numbering gets fixed.
However, after you saved the changes, and then reopen it, the footnotes on the
second chapter are zero again.

Saving it as *.odt does not solve the problem either.

I tried to create a new document in OOo2 Writer with two chapters. After saving
and closing, the footnotes on the second chapter becomes zero when you open it.
