If it's not a defect, how would you describe the current behaviour? A Window
Positioning Randomisation Feature ;-)
Generally, when a program provides the ability to perform some action, and
doesn't fully implement the possibilities implicit in that action, such
behaviour is regarded as a defect. At best it could be regarded as a lack of
polish, and given a low priority until other more serious defects have been
addressed.
The fact that there is a workaround does not imply that the behaviour is not a
defect.
