Fixed in CWS thaiissues.
To query for the system locale you can now read the <string> key:
org.openoffice.System/L10N/SystemLocale
This requires a changed System.xcs from officecfg and a new localebe1.uno.dll
from the shell module.
Changes were also made to scp2 in order to have those files in a product patch.
