You only have to start swriter.exe to start the office. All user configuration will be written then. No setup for each user is needed. For the systemintegration on the clients there is no solution yet. It's up to the system admins (or community) to write a tool or something like a batch- or reg file to have systemintegration like links in startmenu or mimetype association. This is not a bug because it works as designed. You may feel free to write an enhancement for your ideas.
