The mechanics works in following way, the SaveAs dialog treats the string
"hello:test" as an absolut URL with protocol "hello:". Before such protocols
were not accepted by INetURLObject so the sfx2 code is not prepared to handle
this case. So the fix for this issue is to let sfx2 correctly handle unknown
protocols.
The treating of the string as absolut URL is covered by the issue 42054.
