As far as I am concerned this is defect.

Consider next scenarios.

1. I am working together with somebody on one document. She has sent me a
document created in MS Word with default tables in it. I have to add more
information in OO also using default (OO tables). We get ugly document.

2. I am (and many other people) using very often tables without border to format
document. In MS Word default tables my text in tables’ cells are in the page
margins which is not the case in OO.

Another valid points:

1. I have not checked it thoroughly but on the first glance I do not see how to
change default to get the same default tables as in MS Word so I have to do it
manually. I am a programmer so it would be more difficult and annoying for many
other people.

2. The OO warning on "Save As" clearly states incompatibility.

3. Finally, compatibility means that OO does exactly what MS Word does.
