I am doing document design work, so telling me to switch to Lucida is really not acceptable -- Lucida is an inappropriate font for the portions of the documents in question. Lucida would be more appropriate for headlines and examples than for text. But I understand your point -- it is the font I am using which does not include those characters, and not something missing from Open Office. I will either search for a new font (one that is acceptable to my purpose, and includes the required characters) or find a font editor and create the required characters myself, in my font(s) of choice.
