That's not a defect. That's how rpm is working.
"- the user cannot choose the target directory anymore" wrong: the rpms are
relocatable
"- the user cannot do a per user install anymore" right: it's not needed any
longer
"- desktop integration cannot be done after network installation anymore" wrong
the desktop integration files can be in stalled at any time
"- user can be wrong while choosing packages" right: users can always be wrong
when choosing
