In the new database component of OOo 2.0 forms are normally opened in browse
mode. When you open a form in browse mode the toolbars for form editing
("Formular Entwurf" in German version) and form controls
("Formular-Steuerelemente" in German version) appear automatically although
these toolbars are useless in this context and all buttons are greyed out.
The logical behavior would be to show both toolbars only when a form is opened
in edit mode.
In browse mode both toolbars should remain hidden.
