It is the fault of SETUP.EXE (I never liked programs called SETUP.EXE since the first time I saw one): SETUP.EXE mistakenly assumes that MSIEXEC.EXE needs an update, starts INSTMSIA.EXE, which gives a meaningless error message, thereafter SETUP.EXE fails. Fortunately SETUP.EXE isn't needed for the installation at all (it was just thrown in as a user-friendly extra). All you need to do is: Go to the command line, CD to the directory into which the OpenOffice distribution was unpacked, and type: START OPENOFFICEORG20.MSI (or whatever the only .msi file in this directory is called). Or use the Explorer to double-click OPENOFFICEORG20.MSI. (The error of SETUP.EXE will most likely not occur on a freshly installed system, but on one that has been updated by Windows Update to the most current version - but that's just a suspicion, nothing I have proved.)
