The bug seems to be in Writer/Web. The component no longer processes the <li>
element correctly. In m135 it worked fine.
Test: Create a simple html file with
<html><body><ol><li>eins<li>zwei<li>drei</body></html>
Open in m139: No numbering, after saving, all <li> elements are lost
Open in m135: correct numbering, after saving, all <li> elements are preserved
