2005 -------
Open a new document, set the page to be, say A4 = (210mm x 297mm)
Use Tools->Options->Openoffice.Org->View to change the scale to 100%
The on screen rulers now show the correct size of the paper.
Use Tools->Options->Openoffice.Org->View to change the scale to 80%
The on screen rulers now show that the paper is (168mm x 237.6mm)

This must be wrong, the size of the paper doesn't change based on the scale
setting in my particular run of OpenOffice.org. The scale value's function is to
make 100% zoom on screen exactly the same physical size as reality.  At 100%
zoom a sheet of A4 held up against a sheet of A4 on screen will be the same
physical size.  Essentially it's fine-tuning something that should be set by the
windowing system - the DPI of the screen.
