Currently OOo shows all hyperlinks with a complete absolute address like
<file:///e:/Rainer/Eigene%20Dateien/TEMP/oootestfiles/48308_relativehyperlinks/goal/goal.odt>,
but that hyperlink will be hadled relative (if possible), or absolute, if it
leads to another drive or other curcumstances make it impossible to hadle it
relative.

That often confuses users.

The hyperlink dialogue should show clearly whether OOo will handle the shown
hyplerink relative or absolute, and there should be a checkbox or some other
selection so that the user can decide whether the hyperlink should be relative
or absolute. That might look like you see it in attached screenshot
"mozillaoption.png".
