defect cause:
Usage of <NO_NUMLEVEL> constant on setting numbering/bullet level of a paragraph
isn't considered in the HTML import filter. Also, the <IsCounted> state of a
paragraph isn't adjusted, if the numbering/bullet level of a paragraph is set.
