(a) HTML export defect 'all numbered with 1': start value of numbered paragraph
is always written.
(b) HTML import defect: start value of numbered paragraph isn't imported
correctly.

doesn't consider set start value at text node.
(d) Restart defect: set start value isn't considered in method
<SwNodeNum::GetStart()>
