This behaviour is not implemented.
When the "Freeze" command is executed, the cursor position (not the selection)
specifies the first cell that is still moveable. With this it is possible to
create frozen
rows (place cursor somewhere in column A), frozen columns (place cursor
somewhere in row 1), or frozen rows and columns (place cursor in the middle of
the
sheet, which will be divided into 4 panes).
This is the way our competitors work and therefore expected by "most users".
