I've attached a document with 2 small screenshots:
1. The original
2. The same one that has been resized down and has the "Relative" checkboxes 
checked for Height and Width and also the "Keep Ratio" checkbox checked.

If you go into the Picture properties for the 1st image and try to resize it, 
it works fine.

If you go into the Picture properties for the 2nd image and try to bump up or 
down the height or width dimensions, the OTHER dimension (if height then 
width, and if width then height) will be skewed incorrectly.

For example, if you go into the 2nd image as-is, the Width is set to 68% and 
the Height is set to 35%. If you increase the width to 69%, then the Height 
will jump to 201%. If you click OK and let it resize incorrectly, then after 
you do this, there are all sorts of other weird and random bugs that begin to 
cause problems with layout (hence the P2 priority). I thought I had almost 
lost a 10-page document of screenshots (not too bad, but time consuming) 
because the image started interfering with the entire layout.
