I can confirm jolatt. m139 is working fine on my XP box. Please retry a
download
from a different server. http://ftp.stardiv.de/pub/OpenOffice.org/developer/
680_m139/OOo_2.0.139_Win32Intel_install.exe is working for me.
Found on http://support.microsoft.com/default.aspx?scid=kb;en-us;314810: "The
Windows Installer Service could not be accessed. This can occur if you are
running Windows in Safe mode or if the Windows Installer is not correctly
installed."
