Hmm, I managed to confirm this, but you should have been a bit more specific.
When OOo Writer first starts, Insert->Footer->Endnote is not a valid option. You
must first insert an endnote via Insert->Footnote... Endnote before that option
appears.
Nevertheless, I could reproduce the bug this way:
1) Open OOo Writer
2) Type some stuff... anything will do. My test documents has several lines of
"asdf"
3) Click a line in the middle
4) Insert->Footnote... (a dialog box will appear)
5) Select the "Endnote" radio button to insert an endnote
6) Now go back to the insert menu and choose Insert->Footer->Endnote
The UNDO history is cleared.
