Use case: during a milestone build something gets fixed in source code and that module rebuilt. In case you forget to 'deliver' that module afterwards no one will notice because the recent version of the libraries (or whatever gets delivered) is already on solver. So we would have a bug fix which did not appear in the install sets. For Hamburg build environment we already have a similar check, but it is located after creating install sets. We need it at an earlier stage.
