to my experience you do not even need to shut down writer; just close the dialog
and open it again. afaik this is due to CUPS being too slow to provide a list of
available printers on the net. I 'd consider this a drawback from separating the
CUPS communication into a separate thread. This was necessary for (several)
performance and stability reasons if I recall correctly.
But admittedly the dialog could experience a bit of improvement regarding the
presentation of available (but slowly responding) CUPS printers on the net. But
this is hardly P3 (personally I'd consider this P4).
