I've done as you described and I can't reproduce. I've installed OOo 2.0 final
and updated with
http://ftp.stardiv.de/pub/OpenOffice.org/contrib/rc/2.0.1rc2/OOo_2.0.1rc2_051202_Win32Intel_install.exe.
OOo is starting without requesting any files.
