Confirmed in 1.9.74 / Win 2000 SP4.
I believe this is failing because the default size of the row is not big enough
to accomodate the chart that is being placed in it. You can't drag the chart to
a cell in the table until you resize the row and the chart to an appropriate
size.
Instead of being placed outside of the table then, the cell should be resized to
fit the chart as it is created by the wizard.
