I can reproduce part of this issue with OOo2.0.1rc2 (m143 Build 8986):
When I import the file the size is reported wrong on HTML source.
But after setting 100x100 DPI and importing it again I got the size WIDTH=192
HEIGHT=191 not the correct one (200x199).
