I was able to replicate the bug on the following configuration
Hardware Specifications: PC
Intel Pentium M Processor 715
1.50 GHz clock speed
256 DDR SDRAM
Operating System : Window XP (Home Edition) Version 2002 Service pack 1
Version and Build:- openOffice.org 1.9.71.1 Writer
Here is an alternative set of Steps for replication:
1. Open text document.
2. Insert table say 2x2,(Table > Insert > Table)
3. Place the cursor to the column where the break is to be inserted.
4. Go to insert option through Menu bar>manual break>column break>ok
5. We find that the column break is not inserted.
